Bucharest has two layers of local government:

  1. Primăria Generală (PMB) — handles citywide concerns: major infrastructure, citywide permits, parking policy, large parks.
  2. Primăria de Sector (1 through 6) — handles most day-to-day paperwork: local taxes, residency, garbage contracts, schools.

When in doubt about which office you need, check your home address’s sector first — that’s usually where the service you want actually lives.
